Why can't I progress invoice my line items from my estimate?
The most common reason is that your project isn’t fully set up for fixed price invoicing yet. To enable progress invoicing:
Verify the project’s financial structure is set to “Fixed Price.”

Go to your project’s settings.

Click Financials tab and set to Fixed Price.
Make sure the estimate is locked.

Progress invoicing pulls from the locked original estimate to populate line items.
